arcana平台里配置 aiops的菜单权限

在arcana平台中能设置aiops的菜单权限。例如，可以在arcana平台中新建用户组，指定aiops页面中的菜单项，这个用户组的人就可以在aiops页面中看到这些菜单项，没配置的就看不到。【需求来自美运项目，项目经理：占章波】
